The short answer
An Amazon Business account is free. There is no signup fee and no monthly charge. It gives an organization business-only pricing, quantity discounts, multiple users with permissions, approval workflows, purchasing reports and tax-exemption enrollment. Business Prime is a separate paid membership on top, starting at $179/year, and you are never required to buy it.
That distinction is the whole reason this section exists. Search for almost any Amazon Business question and you will land on a page that slides between the free account and the paid membership without marking where one ends and the other begins — usually because the page is really selling business banking or shipping software and the Amazon content is a means to an end.
So, plainly: the account is the thing you register for. The membership is the thing you pay for. Most of what people imagine they are getting when they "upgrade to Amazon Business" is in the free tier already.
What the free account actually includes

Two of those free items are worth pulling out because they are the ones people most often assume are behind the paywall.
Tax-exempt purchasing is free. The Amazon Tax Exemption Program (ATEP) is available on the free account. If you are a nonprofit, a reseller, a school or any organization holding a valid exemption certificate, you do not need Business Prime to stop paying sales tax on eligible orders. Multi-user access and approvals are free. You can invite colleagues, set per-user permissions, and route orders through an approver without paying anything. What it costs you that is not money
An honest accounting includes the things that are not on the price list. Registering means giving Amazon your business name, address and tax ID, and verifying a business email address. It means your purchasing data lives in Amazon's reporting rather than only in your own books. And if you convert an existing personal account rather than creating a new one, you are changing the account you already use for personal orders — which is why we generally suggest registering separately. Who should not bother
If you are a one-person operation buying from Amazon a handful of times a year, on a personal card, with no sales-tax exemption and no one else who needs to order — a business account adds administration and gives you very little back.
