The first row is the one to absorb: both are free. This is not an upgrade decision in the money sense. Nothing is being sold to you at this step, which means the only real question is whether the added features are worth the extra registration and the small amount of ongoing administration.
The rows that actually matter
Tax exemption — the biggest single difference
If your organization holds a valid sales-tax exemption certificate, this row settles the whole comparison on its own. A personal account cannot be enrolled in the Amazon Tax Exemption Program. A business account can, free, and Amazon says exemption activates within 15 minutes of a successful enrollment.

Multiple buyers — the biggest operational difference
On a personal account, letting a colleague order means sharing your login. That is bad for security, bad for accountability, and it is what a great many small businesses currently do.
A business account gives each buyer their own login with permissions you set, and lets orders route to an approver before they are placed. Both are free. If your current arrangement involves a shared password or four people expensing purchases from personal cards, this row alone justifies the switch. How far the free version goes.
Pricing — real, but oversold elsewhere
Business-only pricing and quantity discounts are genuine, and we are not going to quote you an average saving, because Amazon does not publish one and anyone who does is guessing. Amazon describes business-only prices as covering millions of products — a large number that is also explicitly a subset.
The reliable test takes ten minutes: list the six things you reorder most, note their prices now, and check them again once the business account is live. That is a real number for your business, and it beats every average on the internet.
Shipping — a row that changes nothing here

The verdict, by scenario
You hold a tax exemption. Business account, today. This is the clearest case on the site.
More than one person orders. Business account. Free multi-user access with permissions fixes a real problem at zero cost.
You reorder the same supplies constantly. Business account, probably — but price your own basket first rather than assuming the discount is large.
You are one person buying occasionally. Stay personal. The registration paperwork and account administration will not be repaid by business pricing on a handful of orders, and there is no penalty for staying where you are. We would rather say that than pretend everyone benefits — the longer version is on is an Amazon Business account worth it.
If you switch, switch cleanly
The single most common complaint about this transition is business and personal orders becoming entangled, and it has one cause: converting an existing personal account instead of registering a new one. Register fresh, with a business email address on the business's own domain if you have one.
